FIRE OPERATIONS GROUP

 

CONSTITUTION AND BYLAWS

As adopted October 8th, 2008

 

ARTICLE I

 

Name and Purpose

 

Section 1 - Name

This organization shall be known as the “Central Oregon Fire Operations Group”, C.O.F.O.G.

Section 2 - Purpose

              

The purpose of this organization is to work under the auspices of the Central Oregon Fire Chiefs Association in supporting their mission of ensuring and maintaining the protection of life and property from fire, natural and man-made disaster, or other emergency services of Central Oregon.

To carry out this mission, COFOG strives to band together operational staff representing agencies throughout Central Oregon.  COFOG is open to all agencies including fire, police, and other organizations affiliated with emergency service delivery.  Examples of such organizations include 911 dispatch centers, Red Cross, City and County Public works, ODOT, ODF, USFS, COFIA and ECEMS.

The primary goal for COFOG is to establish common relationships, develop and deliver progressive public safety policies, and promote sound operating plans to mitigate incidents under the ICS system.

ARTICLE II

Membership

 

Section 1         

Individual membership shall consist of operational individuals representing agencies as indicated above.  It is anticipated that each agency be represented by individuals who have the authority to make decisions on behalf of their agency.  No dues or financial contributions shall be a part of membership with the COFOG.

 

Section 2 - Meetings

 

Meetings shall be held the 2nd Wednesday of each month at 0930 hours.  All meetings will be held at Redmond Fire Station 401.

 

ARTICLE III

Election of Officers

 

Section 1 - Officers            

The elected officers shall be President, Vice President, and Secretary.  With no financial contributions there will be no Treasurer position.

 

All officers shall be active members in good standing with group.  All officers shall be elected at large by the members of the group and shall serve a term of two years on the calendar year basis.  President and Secretary shall be elected in even years, Vice President in odd years.     

 

Section 2 - Nominations and Elections

Nominations for officers shall be held in November.  Election of new officer shall be held in December.   New officers shall take office at the January meeting.

All nominations shall require the nominee concurrence. 

Section 3 - Vacancies and resignations

Officer vacancies shall be filled by popular vote at the next available meeting.

Section 4 - Miscellaneous

 

Any elected officer found guilty of nonfeasance, misfeasance, or malfeasance of office, whether in this group or in their own department, shall forthwith be removed from the position they hold.

Any officer who fails to attend three consecutive meetings may be removed from elected office by a majority vote of the membership.

 

ARTICLE IV

 

Duties of Officers

 

 Section 1 - President

 

The President shall be the official spokesperson for the group.  He/she shall preside at meetings and maintain the continuity, direction and progress of the group.  He/she shall appoint all committees.

 

Section 2 - Vice President

 

The Vice-President shall perform all duties of the President in his/her absence.  The Vice President shall attend all COFC meetings as the COFOG representative.  If unable attend the President or Secretary shall attend in his/her place.

 

Section 3 - Secretary

 

The Secretary shall prepare all agenda items in coordination with the President and Vice President.  He/she shall keep all minutes and mail all correspondence accordingly in appropriate format to all members.  The Secretary shall perform the duties of the President and/or Vice president in their absence.  The Secretary shall be the custodian of all documents for the COFOG.

 

ARTICLE V

 

Miscellaneous

 

Section 1 - Indebtness

 

No member shall incur expenses or indebtedness of any kind in the name of the COFOG.

 

Section 2 - Voting

 

The COFOG shall follow Robert’s rules of order.  Each agency shall have one vote on all business matters.  Simple majority vote of active members shall constitute a quorum for the conduction of business meetings.

 

ARTICLE VI

 

Amendments

 

Section 1

 

All amendments to this constitution and By-laws shall be first proposed in writing and read at a regular scheduled COFOG meeting.  Approval of amendments to constitution and by-laws require a majority vote at the first meeting thereafter.

 

Section 2

 

Any and all such changes made will be dated and become effective immediately after being passed by the membership and signed by the President.

 

 ARTICLE VII

 

 Authority

 

 

Section 1

 

These Constitution and By-Laws were adopted by the Officers and members of the COFOG on this day 10/08/2008.
