CENTRAL OREGON
FIRE OPERATIONS GROUP
CONSTITUTION AND BYLAWS
As adopted January 2007
Section 1 Name
This organization shall be known as the “Central Oregon Fire Operations Group”, or COFOG.
Section 2 Purpose
The purpose of this organization is to work under the auspices of the Central Oregon Fire Chiefs Association, and to support their mission of ensuring and maintaining the protection of life and property from fire, natural and man-made disaster, and providing for other emergency services to Central Oregon.
To carry out this mission, COFOG strives to band together staff representing agencies throughout Central Oregon. COFOG is open to all operational staff of Central Oregon public safety agencies, including fire, police, and various organizations affiliated with emergency services: 911 dispatch centers, American Red Cross, City and County Public Works, ODOT, and agencies from State, Federal, County, and City, to establish common relationships and develop, promote, and deliver progressive public safety operational guidelines and operating plans. COFOG’s intent is to mitigate incidents cooperatively under the Incident Command System (ICS) under the guidance of the Central Oregon Fire Chiefs Association.
Section 3 Membership
Individual membership shall consist of operational personnel representing agencies as indicated above. It is anticipated that each agency will be represented by individuals who have the authority to make decisions on behalf of their agency. No dues or financial contributions shall be a part of membership with the COFOG.
Meetings shall be held the 2nd Wednesday of each month at 0930 hours. Even months in Bend, odd months in Redmond.
Section 4 Election of Officers
a. The elected officers shall be President, Vice President, and Secretary. Since there are no financial contributions, there will be no Treasurer position.
b. All officers shall be active members in good standing with their respective agencies. All officers shall be elected by the members of the group and shall serve a term of two years on a calendar year basis. President and Secretary shall be elected in even years, Vice President in odd years.
Section 5 Nominations and Elections
Nominations for officers shall be held in December of each year, with new officers taking office the next January meeting.
All nominations shall require the nominee concurrence.
Section 6 Vacancies and resignations
Officer vacancies shall be filled by popular vote at the next available meeting.
Section 7 Miscellaneous
Any elected officer found guilty of nonfeasance, misfeasance, or malfeasance of office, whether in this group or in their own department, shall forthwith be removed from the position held.
Any member who fails to attend three consecutive meeting may be removed from elected officer by a majority vote of the membership.
